Swiss participation in Horizon Europe - checklist

Current situation:

For the time being and at least for all calls of 2021, Switzerland is considered a non-associated third country in Horizon Europe programme.

Main consequences:

Swiss researchers are eligible to participate in collaborative projects as “associated partners” (and not as beneficiaries).

On the other hand, researchers at Swiss host institutions cannot participate in monobeneficiary grants, such as the individual ERC grants, the MSCA Postdoctoral Fellowships, MSCA COFUND and the EIC Accelerator.

On behalf of the Swiss government, the SNSF has introduced two transitional measures – the SNSF Advanced Grants and the SNSF postdoctoral fellowships, to compensate from the exclusion from these 2 calls at EU level.

Other transitional measures are currently being evaluated and will be communicated in due course.

Please find below a summary of the main implications and consequences

  • Consortium composition collaborative projects:
    • Minimum 3 participants from 3 different EU Member States/ Associated Countries, of which at least 1 from a Member State. This minimum eligibility criteria needs to be met excluding the CH partner(s).
  • Project roles:
    • Associated partner” and NOT beneficiary;
    • cannot be the coordinator;
    • Can be Work Package or Task Leader, as any other participant;
  • Funding:
    • Not eligible to receive EU funding; directly funded by CH funding
    • Check SERI financial guarantee
    • CH budget not taken into account in the total project budget (should not be included)

Participation of non-EU entities is precluded in some sensitive topics of EU strategic interest, namely space and quantum. Please contact us for further guidance.

The State Secretariat for Education, Research and Innovation (SERI) is currently evaluating possible alternative measures such as parallel schemes with similar funding conditions.
