Giliberto Capano is Professor of Political Science and Public Policy.  He has been (2003-2009) the Dean of Bologna University's II Faculty of Political Sciences. He has been the Editor of the Rivista Italiana di Politiche Pubbliche (Italian Journal of Public Policy) and he is co-editor of Policy & Society. He has been a member of the Executive Committee of the International Political Science Association (2009-2014) and the co-founder of the International Public Policy Association. Currently, he is member of the Executive Committee of the European Consortium of Political Research. He has (co-)authored nine monographical studies and (co-)edited twelve books, while his work in English has been published in several books and in journals such as: Journal of Legislative Studies, Higher Education, Higher Education Policy, Public Policy and Administration; Journal of Public Policy; Regulation & Governance; Policy & Politics; Political Studies Review.

 

He specialises in public administration, public policy analysis, and comparative higher education. His current research focuses on governance dynamics and performance in higher education and education, policy design and policy change, policy instruments' impact, the social role of Political Science, and leadership as embedded function of policy-making.

 

At this inaugural ICPP Research Seminar Series event, Professor Capano will present his research on "The Governance mantra in higher education policies: ideas and instruments."

 

Abstract

 

Governance in higher education has undergone substantial shifts in recent decades. It has been a long process of reforms of the ideas and policy instruments adopted to push universities towards behaving in a strategic way and thus to be more accountable to the socio-economic. These reforms have been assessed in different ways, such as by emphasising the shift to the more supervisory role of the State, or the increasing privatisation and marketisation following the neoliberal paradigm, or the overall process of re-regulation. Thus the landscape of systemic and institutional governance is significantly changed, although it is not completely clear whether and how the expected goals have been completely reached, while it emerges that the actual situation is characterised by a prevailing mix of ideas and instruments
