[cancelled] Freedom in the time of Covid

During the state of emergency, all governments, including Switzerland, have exercised full powers and with them have applied unprecedented measures, questioning the fundamental freedoms of the individual: the limitation of travel, the prohibition of gatherings, the isolation of the elderly ... Measures - in the unprecedented crisis - more than necessary from the health point of view, which have however also raised concerns. These are in fact (and in part still are) unknown ways of ruling, which can lead to deep and radical social changes if they are not managed, jeopardizing the very concept of democracy. The lack of control and approval of a parliament, as well as the separation of powers provided for in our constitutional order seem to have become an option among the different, somewhat uncomfortable and not so useful.
Ultimately, can an exceptional situation be unconstitutional? Can a state of emergency endanger freedom and democracy?

In order to reflect and discuss on this issue, the Circolo Liberale di Cultura "Carlo Battaglini" is organising a public conference that proposes a dialogue between Prof. Francesca Rigotti, philosopher and essayist and professor at Università della Svizzera italiana, and Dr. Roy Garré, President of the Court of Criminal Complaints of the Federal Criminal Court, moderated by Carlo Silini, writer and editor-in-chief at Corriere del Ticino:
