The Master in Public Management and Policy – PMP, is offered by the Università della Svizzera italiana in collaboration with the universities of Lausanne, the Swiss Graduate School of Public Administration - IDHEAP, and Bern within the framework of the inter-university network “Swiss Public Administration Network.” Supported by the Swiss Confederation, this master’s program is designed to train qualified professionals ready to effectively and swiftly tackle the challenges of the contemporary public sector.

The modernization of the public sector, the relationships between public administration and the business system, and the demands for transparency and accountability towards citizens are becoming increasingly important in economic and social systems. This is alongside the significant growth of the non-profit sector and the spread of social enterprises. The PMP master’s program aims to develop the necessary skills to lead and interpret ongoing transformations such as digitalization, sustainability, inclusivity, and diversity, providing concrete responses to global challenges and the need for innovation and reform in modern societies.

The study programme is full-time, totalling 120 ECTS credits, and lasts 2 years.

 

Awarded degree

With the successful completion of the programme, students will be awarded a Master of Arts in Economics and Communication, Major in Public Management and Policy.

  • Una formazione Interdisciplinare, Interuniversitaria, Interculturale

    La modernizzazione del settore pubblico, le relazioni tra pubblica amministrazione e il sistema impresa, le esigenze di trasparenza ed accountability nei confronti dei cittadini stanno assumendo crescente importanza nei sistemi economici e sociali, insieme alla forte crescita del settore non profit e alla diffusione delle imprese sociali.

    Il percorso di Master PMP mira a sviluppare competenze necessarie per guidare ed interpretare le trasformazioni in atto, come la digitalizzazione, la sostenibilità, l'inclusività e la diversità, offrendo risposte concrete alle sfide globali e alle esigenze di innovazione e riforma delle società moderne.

    Il Master si prefigge di formare nuovi profili professionali dotati di competenze analitiche e manageriali avanzate, pronti a ricoprire ruoli chiave in un ambiente professionale in costante evoluzione come le amministrazioni pubbliche, organizzazioni internazionali e non-profit, imprese for-profit e non da ultime, le imprese sociali che operano a livello sia nazionale che internazionale in contesti di interesse pubblico. La capacità di assumere responsabilità e promuovere il cambiamento in questi ambiti richiede un set di competenze diversificate, che il Master PMP attiva attraverso un'esperienza formativa unica basata su tre pilastri fondamentali:

    • Interdisciplinare: l'integrazione delle competenze delle Facoltà di scienze economiche e Comunicazione, cultura e società dell’USI permette di offrire un approccio interdisciplinare, basato su una solida formazione teorica che spazia dal public management alla governance, dall'amministrazione alle politiche pubbliche, con un'attenzione particolare alla capacità di adattamento dei sistemi pubblici alle dinamiche globali in continua trasformazione, aspetti questi che vengono ulteriormente approfonditi nel percorso di specializzazione in Public Policy and Sustainability.
    • Interuniversitaria: il network universitario PMP, promuove la mobilità degli studenti tra le università partner di Losanna, Berna e Lugano, permettendo ai partecipanti di beneficiare di un ampio ventaglio di percorsi di specializzazione nel terzo semestre. In USI viene ulteriormente data la possibilità di accedere a corsi specifici presso istituzioni internazionali di prestigio grazie ai programmi di mobilità internazionale.
    • Interculturale: il programma del Master PMP promuove il multiculturalismo e il plurilinguismo, favorendo un ambiente formativo che valorizza le diversità sociali, culturali e linguistiche. Gli studenti e il corpo docente interagiscono in un contesto multilingue che include le lingue nazionali svizzere e l'inglese, favorendo così uno scambio formativo arricchente e costruttivo.
  • Swiss Public Administration Network

    The Master in Public Management and Policy (Master PMP) is promoted by the Swiss Public Administration Network (SPAN). SPAN is a cooperation project between IDHEAP Institut de hautes études en administration publique and the universities of Bern, Lausanne and Lugano, which has the financial backing of the Swiss University Conference (swissuniversities) and the State Secretariat for Education, Research and Innovation (SERI).
    SPAN also runs:

    • doctoral courses organized within the framework of the ProDoc in public administration
    • research programs on public governance

    The reasons why these academic institutions decided to develop a collaboration project are grounded above all in the acknowledged need for instruction in public administration at a master's level. It was considered essential in order to grant representation of all the language areas of Switzerland in all sectors but above all in leading positions in the Public Administration.

     

  • Are the degrees issued by USI recognised internationally?

    Università della Svizzera italiana (USI) is a recognised or accredited Swiss university. Academic qualifications obtained at USI Faculties are therefore also recognised abroad, on the basis of international conventions.

    1. The mutual recognition of academic qualifications, i.e. the diplomas awarded by universities and universities of applied sciences, that enables students to continue with their studies is governed by the Lisbon Convention of 11 April 1997 and other international conventions with Germany, Italy, Austria and France.
      With regard to relations with ITALY, in particular:
      Accordo tra il Governo della Repubblica Italiana ed il Consiglio Federale Svizzero sul reciproco riconoscimento delle equivalenze nel settore universitario. (Agreement between the Government the Italian Republic and the Swiss Federal Council on the mutual recognition of academic qualifications)
      The agreement establishes the principle of equal treatment of Italian and Swiss students. Mutual recognition applies to university degrees and diplomas, exam performance and the equivalence of study periods, taking into account the ECTS credits system. Degrees awarded by a university that authorises the holder to continue his/her studies or to undertake the next course of studies at a university in one of the two Contracting States, without additional examinations, shall confer the same right in the other Contracting State.
      In addition, the holder of a degree awarded by a university in one of the two Contracting States shall be entitled to make use of that degree in the other State in the form provided for by the legislation of the State in which it was awarded.
      Professional rights shall not be directly linked to the right to make use of a university degree.
    2. The recognition of the professional qualifications of Swiss and EU/EFTA nationals wishing to pursue a regulated profession is governed by the Agreement on the free movement of persons and the EFTA Convention.
      With regard to accessing professional practice in Italy for those who have obtained their university degree at USI, paragraph 1 letter d) of Presidential Decree 189/2009 applies, according to which it is required to submit the documents indicated in the Presidential Decree to the professional association, which, in turn, transmits them to the MIUR (Ministero dell'Università e della Ricerca) which recognizes the validity of the foreign qualification for access to professional practice.
