What is a Student Initiative?

The Student Initiative is one of the Corporation's "direct democracy" procedures, by which any individual student of a USI Bachelor's or Master's programme can launch a formal call for action on a Corporation issue and/or a topic concerning university life, potentially leading to a vote by the Student General Assembly (the student body as a whole).

  • Launching a Student Initiative

    How can I launch a Student Initiative?

    In order to launch a Student Initiative you need to

    • go to the Student Corporation space on iCorsi (NetID login required)
    • then go to the "Launch a Student Initiative" section
    • and fill in the "Form to launch a Student Initiative"

    The form must be submitted within the terms of "opening" and "closing" of the Student Initiative phase included in the Corporation calendar.

    By submitting the form you agree to be listed with your first and last name as "promoter of the Student Initiative". If more than one person launches a similar Initiative, the Chancellery of the Corporation will contact the parties to evaluate the possibility of merging in one common Initiative.

     

    What happens after launching a Student Initiative?

    The Chancellery of the Corporation verifies that the form has been sent within the deadline and by a person who owns the right to launch a Student Initiative, i.e. a student who, at the time of sending the form, is listed in the USI database as regularly enrolled at the University. The Chancellery can carry out a counter-verification of authenticity with the interested party. 

    The Chancellery will then submit the text of the Student Initiative to the Rectorate of the University for a preliminary check which will verify that the Initiative does not violate principles or regulations of the University or higher law.

    If the verifications are successful, the Student Initiative is published in the List of Initiatives. When the Initiative is published in the List of Initiatives, the next phase begins: collecting signatures.

     

  • Supporting a Student Initiative

    How can I support a Student Initiative and collect signatures?

    After a Student Initiative has been published in the List of Initiatives, to support the Initiative you need to

    • go to the Student Corporation space on iCorsi (NetID login required)
    • go to the "Support a Student Initiative" section
    • choose the Student Initiative you are interested in and sign the Student Initiative

    We remind you that launching a Student Initiative does not count as supporting the Initiative: the students who launch the Initiative must also sign for the Initiative as stated above.

    It is possible to support a Student Initiative only within 40 days from the date of publication of the Initiative in the List of Initiatives. The day of publication is considered part of the 40-day count, as well as Saturdays, Sundays and any public holidays.

     

    What happens after my support (signature) has been submitted?

    The Chancellery of the Corporation verifies that the support (signature):

    • has been sent within the deadline according to the date of submission;
    • actually belongs to eligible students, i.e. students who are listed in the USI's database as regularly enrolled at the University at the time of submission.

    The Chancellery can also carry out a counter-verification of authenticity of the signatures by randomly contacting the students.

     

    How many signatures does a Student Initiative need to be put to the vote? Within what deadline?

    At least 230 signatures (or "subscriptions") within 40 days from the date of publication of the Student Initiative in the List of Initiatives. The day of publication is considered part of the 40-day count, as well as Saturdays, Sundays and any public holidays.

     

  • What happens next?

    What happens if enough signatures are collected for the Student Initiative?

    If the Student Initiative has obtained enough signatures (230) within the defined period (40 days), it will be put to the vote generally within 30 days from the signature deadline. The Chancellery of the Corporation will inform you whether the Initiative will actually be put to the vote.

     

    What happens if not enough signatures are collected for the Student Initiative?

    Once the deadline for the collection of signatures has been reached, the Student Initiative lapses.

     

    What happens once a Student Initiative is put to the vote?

    The Student General Assembly, i.e. all USI Bachelor's and Master's students, votes on the Student Initiative and:

    • if most votes are in favour of the Student Initiative, the Student Council is obliged to take action to implement it;
    • the Student Initiative lapses if most votes are against it.

    Before a vote, the Student Council has the right to give advice on whether to vote against or in favour of an Initiative.

     

    Is it possible to withdraw a Student Initiative?

    Yes, you can withdraw a Student Initiative at any time before the vote. To withdraw an Initiative the promoters must be in agreement and write to [email protected]. Any withdrawal will be announced in the List of Initiatives. When the Initiative is withdrawn, the Initiative lapses and the signature collection is suspended, or the scheduled vote is cancelled.
